The Plan Administrator is the person or entity named in the plan document (typically the employer) who has the fiduciary responsibility for the ongoing operation and management of the plan. The role of the Plan Administrator is defined under Section 3(16) of ERISA, the federal law that sets the minimum standards for operating a plan. Because running a qualified retirement plan is a complex task, it is customary for the Plan Administrator to engage the services of a designated "Third-Party" Administrator (TPA) to handle the bulk of the administrative burden.
